Being from Pittsfield, i have experience these skateboarders first hand. They are problematic on the roads in downtown Pittsfield. They think they have free reign to just skate wherever they want to. Law enforcement does need to do something to help reduce the amount of skateboarders in the streets. Your premises are decent and the conclusion does follow and is true.
